H.R. 2605, the Ordnance and Explosives Risk Management Act is now available 
electronically.  You may access the document through the following link:

If you are unsuccessful when clicking on to the URL try cutting and pasting 
it into your web browser.  If that still does not work try accessing the 
bill through Thomas:  http://thomas.loc.gov/

Once there, click on Bill Summary and Status under the Legislation 
column.  This will take you to a search page.  Scroll down to #3, 
Bill/Amendment # and enter: H.R. 2605 and hit search.  This will take you 
to the Bill Summary page--make sure it says H.R. 2605 near the top.  Scroll 
down to: Text of Legislation and click.  You should now be viewing the full 
text of the legislation.
