The federal registers that published the proposed and final PCB rules in the 
late 1970s referenced that PCBs had been used in paint. I was able to do a 
PCB search on google.com that uncovered some old research reports that 
verified the use of PCBs in paint. You may want to try that search engine. If

you have access to the old federal registers, I can give you the cites.
