I've just heard from contacts within the Defense Department, and it appears that the flap over the amendment pertaining to FUDS is on the way to resolution. According to Defense Department sources, the Department did submit the Section 2701/2705 language to the Office of Management and Budget on Wednesday, September 19, before withdrawing it today, September 20. Officially, the Department does not support passage of the amendment at this time. Key people in the Defense Department say that this is an internal proposal which should have never left the Pentagon. In fact, some suspect that the proposal was leaked to undermine Defense Department credibility. It looks like discussions with the states and EPA over these issues will resume, but perhaps a little more nervously.
