By KEVIN DENNEHY STAFF WRITER OTIS AIR BASE - In the big picture of the billion-dollar Massachusetts Military Reservation environmental cleanup, it might not seem like a big deal. But the reluctance of Air Force officials to install a $50,000-$70,000 monitoring well to measure toxins emanating from Otis Air National Guard Base has sparked fierce debate over who is calling the shots in the cleanup and how much input community members should have. The debate over this one well - which would be placed above a groundwater contamination plume creeping beneath Mashpee - has prompted longtime activist Richard Hugus to quit his advisory role in the Otis cleanup. Joel Feigenbaum, one of the Upper Cape residents involved in the cleanup since the early 1980s, also threatened to resign. Feigenbaum walked out of the last meeting of the Plume Cleanup Team, a group he helped found years ago.
