[CPEO-MEF] National Security Impact Statement Update

Earlier in the fall we reported on a provision in the House Defense 
Authorization bill with the intent of creating a process known as the 
National Security Impact Statement.  As the negotiations over the final 
Defense Authorization bill wind down it appears that original language has 
changed as well.

It appears that it is now a provision which only requires a recommendation 
from the Secretary of Defense as to whether or not there should be an 
impact review process.  This seems to be more of an acknowledgement of the 
issue but doesn't provide for any real action.
