Many (although by no means all) recent RODs contain a list of the administrative record. Any of the EPA Regions should provide you copies of all documents in an administrative record if you request it. Normally, they waive the copying fee (at least in the pre-Bush era). So if you use the ROD search function on the EPA Superfund web site, you should be able to select a ROD. I think all regions have web-based FOIA requests that allow you to send a request online. Once you send the request and they assign it to someone, they will contact you about the cost, if any. Note that often, EPA guidances and Federal Register notices are listed in the AR, but are not physically in the docket.
