It should be added to this that, if my understanding is correct, at
least for FUDS, the formal AR only exists once a decision document is
signed. Before this it is an Administrative Record File. I believe this
too must be available to the public, but wanted to point this out that
sometimes, depending on who you are talking to, the language becomes
important and you certainly may not find a given site through the ROD
search if a ROD does not yet exist.

There is a Corp Engineering Pamphlet that I believe is available to the
public that discusses this in one of the chapters. If  interested, I can
try to come up with the reference.
