[CPEO-MEF] FUDS Budget

Despite repeated warnings from the Army Corps of Engineers that it will
take close to forever to clean Formerly Used Defense Sites at the the
current spending rate, the President's FY2004 budget proposes only $213.
This is $1 million above last year's budget request, $32 million below
the level appropriated by Congress in FY2003, and $34 million below the
current FY2003 estimate.

A recent news article cited an Army Corps estimate of the FUDS
cost-to-complete at $17 billion. At the requested level, it will take 80
years to get the job done.
