Arizona Land swap bill OK'd; Napolitano plans Luke proposals Mike Sunnucks The Business Journal April 8, 2003 The state Tuesday Senate approved legislation that puts a land swap referendum back on the ballot in 2004. By a vote of 36-18, the Senate passed a measure that would allow the State Land Department to swap lands for other public lands to help conserve open space and protect military bases. Encroaching development threatens operations at Luke Air Force Base just as federal officials embark on another round of base closures set for 2005. Environmental groups oppose the land swap proposal, arguing such deals are often developer-friendly and at the expense of good land use.
