California MONTEREY HERALD Posted on Fri, Apr. 18, 2003 Retired officer addresses summit Says civilians, military must work together By KEVIN HOWE khowe@montereyherald.com With 61 active military installations and a still-vibrant defense industry, California has a big stake in the war on terrorism. So civilian communities and their military neighbors need to get together to get along, said William Jefferds, senior military adviser to Gov. Gray Davis and director of the state Office of Military Support. Jefferds, a retired Army major general and former school superintendent -- he holds a doctorate in education -- was in Monterey on Wednesday and Thursday as a key participant in the second annual "Partnership for Preparedness" summit in Monterey. The conference drew more than 100 state, community, military and business leaders to Monterey's DoubleTree Hotel to discuss issues affecting relationships among local communities, the state, the defense industry and the military. Monterey, Jefferds said, has been "a great example" of helping to reduce the costs of operating military bases by providing fire protection, public works and other municipal services to the Naval Postgraduate School and Defense Language Institute. This week's conference, Jefferds noted, stemmed from a master's thesis written by Marine Corps Capt. Mark Zipsie, who served on the staff of last year's summit conference, while he was a student at NPS. This year's focus, Jefferds said, was on preventing encroachments by civilian neighbors that would interfere with the training and missions of the state's military installations.
