Steven is right.  The rush of media talking points in the run up to
proposed legislation CAN be explained in no other way than DOD marketing
and lobbying this position.  IBut, it can also be explained for what it
really was – to ensure that our DoD spokespersons, from those out in the
field, to those in DC, were prepared to respond to media questions about
the issues.  To inform the public.  There was nothing wrong with that.
It was the responsible, and responsive thing to do.
