To all interested parties: Have rcvd numerous inquiries regarding who should be ear-marked to absorb the costs. Here's a potential solution. In regards to the amendment to Section 2705 (d)(2) of Title 10, US Code re "APPLICABILITY OF CERTAIN PROCEDURAL & ADMIN. RQMTS TO RABs." All RABs will turn to their respective service branches to fund & place ads in local newspapers. The prime contractors can be delegated w/this responsibility if the particular service branch so wishes, it's their call. Here at the former MCAS Tustin, Ca. our BEC/BRAC Env. Coordinator Jerry Dunaway w/SWDIVNAVENGCMD delegates that responsibility to Bechtel Corp. as they are the prime on-site. Southwest Div. Naval Engineering Cmd has initiated this practice @ Tustin & El Toro RABs since 1994. All in all this is quite a good recommendation because it's a real hassle to publish in the Federal Register every month or so. This amendment will probably not be deleted in S. 1050/NATL DEF AUTH ACT FOR FY 2004 as it wends its way through the Joint Conference Committee.
