California STOCKTON RECORD Port of Stockton to clean up land By Reed Fujii Published Wednesday, July 23, 2003 Stockton port officials moved Monday to take over environmental cleanup chores on 500 acres of Rough and Ready Island with an eye to developing portions of the land within the next 12 to 18 months. Taking on that responsibility is preferable to waiting an estimated 10 to 20 years or more for the Navy to remove or neutralize contamination on the former base, they said. Besides, the Navy will retain ultimate responsibility for restoring the land, particularly if unexpected conditions such as live ammunition or radioactive materials are found, and the Port of Stockton will get nearly $23.5 million to cover the cleanup and cost of environmental insurance. "It is an acceptable risk for the ability to complete that (land) transfer and create those family-wage jobs in this city," said Steven Herum, the port commission chairman. He referred to port estimates that commercial and industrial development of the land should directly generate 1,000 jobs.
