South Carolina COLOMBIA STATE City approves cleanup deal for old Navy base Associated Press July 25, 2003 NORTH CHARLESTON, S.C. - As part of a $1 billion redevelopment of North Charleston's urban core, the Noisette Co. plans 3,000 homes at the north end of the old Charleston Naval Base. The city now has an insurance policy of sorts just in case any pollutants are found there. City council has agreed to pay $5,000 for a cleanup contract with the Department of Health and Environmental Control. The agreement means the city is not liable if anyone brings a pollution claim in the future. "When you go into an environmental situation, what makes it scary is you don't know what might be subsequently discovered," said Derk Van Raalte, deputy city attorney. "It is not insurance, but to the layman it has the same results in the end." Without the contract, the city, which is getting 725 acres on the north end of the base, could face future environmental cleanup costs.
