Subject: [CPEO-MEF] Arizona environmental provisions in Defense bill
 
Two environmental provisions in the Fiscal Year 2004 Defense
Authorization Act deal specifically with Defense facilities in Arizona.

Section 321 limits federal responsibility for the depletion of local
water supplies caused INDIRECTLY by the activities of Ft. Huachuca, in
Southern Arizona, and it requires federal agencies to prepare a report
on water use management and conservation there.

Section 322 directs the Defense Department to "establish a task force to
determine and assess various means of resolving the conflict between the
dual objectives at Barry M. Goldwater Range, Arizona, of the full
utilization of live ordnance delivery areas for military training and
the protection of endangered species that are present at Barry M.
Goldwater Range." The task force will consist of Defense officials,
participants from land management agencies, and representatives from two
Arizona environmental interest groups.

In addition to addressing issues at the Goldwater Range, the task force
is supposed to evaluate "the utility of task force proceedings as a
means of resolving conflicts between military training objectives and
protection of endangered species at other military training and testing
ranges." 

Of course, this approach is exactly what I've been suggesting for the
past few years.
