Arizona SIERRA VISTA HERALD Compromise eases fort's responsibility; puts survival of river in state, local hands By Nate Searing, Diane Saunders and Bill Hess November 8, 2003 WASHINGTON -- The U.S. House of Representatives passed the National Defense Authorization Act Friday that includes a compromised amendment limiting Fort Huachuca's responsibility for off-post water use. The amendment also bolsters the work of the Upper San Pedro Partnership and require state and local governments to be more actively involved in water management issues in the Sierra Vista Subwatershed. By a vote of 362-40 with two abstentions, the House passed the bill that includes a compromise between a Senate and House conference committee on the issue of off-post water use stemming from an amendment submitted in the summer by Rep. Rick Renzi Jr., R-Ariz. "Congress has voted to both protect Fort Huachuca and preserve the San Pedro River," Renzi said in a news release Friday. "The days of using the fort as a pawn in the legal battle over water are finished."
