California APPEAL-DEMOCRAT Governor's aide talks Beale By Daniel Witter February 27, 2004 Developers are buying land near Beale Air Force Base, and some residents expressed concern that home construction could threaten the base's future next year when Congress makes a new round of base closures. The 2005 Base Realignment and Closure process could lead to the closure of some of California's 61 military installation, including Beale Air Force Base, a 23,000 acre installation in eastern Yuba County. The base is facing encroachment from development plans on its northern and southeastern borders. Among those developments is the River Highlands Community Services District, a development that could put 15,000 homes in the Yuba County foothills. Developers are gathering information for the environmental impact report, but no plans have been submitted to Yuba County for approval. Several other chunks of land south of the base along Spenceville Road could also be developed. Jana Walsh, a Wheatland area resident, organized the meeting as a way for Wheatland residents to learn more about BRAC and to voice any concerns they have about development. "This covers a broad range of things" she said as the meeting started. Among the speakers were retired Maj. Gen. William Jefferds, Gov. Arnold Schwarzenegger's military advisor; Yuba County Supervisor Hal Stocker; Wheatland City Council Member Roy Crabtree; and Chuck Thistlewaite, principal planner for Yuba County.
