Ted:

Hear Hear.  However, I disagree with your analysis on one small point.  You
said that one of the drivers for spending on the environment is fiscal
(("even though we absolutely do not have to, lets do it because we can save
money down the road").  I think that you can characterize the driver as
fiscal, but only because the money is allocated to environmental projects.
So I would rephrase your statement that "even though we absolutely do not
have to, we have to because the money is their and we probably should spend
it".

These allocations are the result of strong grass-roots efforts that have
made their way up through the Congress and the administration.  It's time to
redouble our efforts to make sure that DOD must spend money on environmental
protection, as is required by every other institution in our society
(including other governmental agencies).
