Navy avoids cleanup by redefining what?s toxic "Due to the presence of hazardous materials ... the Hunters Point (Shipyard) property was placed on the National Priorities List in 1989 as a Federal Superfund site pursuant to CERCLA as amended by SARA," states the Parcel A Remedial Investigation Report, dated Sept. 22, 1995. In April of 1995 the U.S. Navy and its contractors completed a report titled "Draft Calculation of Hunters Point Ambient Levels (HPALs)" that was distributed to government regulators on the base cleanup team, including the Environmental Protection Agency, the Department of Toxic Substances Control and the Regional Water Quality Control Board.
