Navy avoids cleanup by redefining what?s toxic

"Due to the presence of hazardous materials ... the Hunters Point
(Shipyard) property was placed on the National Priorities List in 1989
as a Federal Superfund site pursuant to CERCLA as amended by SARA,"
states the Parcel A Remedial Investigation Report, dated Sept. 22, 1995.

In April of 1995 the U.S. Navy and its contractors completed a report
titled "Draft Calculation of Hunters Point Ambient Levels (HPALs)" that
was distributed to government regulators on the base cleanup team,
including the Environmental Protection Agency, the Department of Toxic
Substances Control and the Regional Water Quality Control Board.

The specific intent of this report was to develop a statistical method
for identifying concentrations of toxic chemicals present in the air,
soil and groundwater at the polluted former military base and to
determine which of these dangerous chemicals was present due to their
release into the environment by military and industrial operations at
the Shipyard and which were present as background naturally occurring
chemicals of potential concern (COPCs).
