Part of the $422.2 billion Defense Authorization Act passed by the House would prevent the base realignment and closure authority from closing bases in the next two years. But, the Senate must pass its own version of the bill first. The two versions must be approved in a conference committee made up of members of both chambers before it is sent to President George W.
