The armed services continue to assess closed ranges on active installations, so the rise in the number of sites and the estimated response cost is a good thing - a known liability is finally being accounted for. I have taken the official cost-to-complete for each of the three categories, and divided them, as well as the total, by the planned expenditures for fiscal year 2005 to come up with a years-to-complete figure. At the total currently planned rate of expenditure for the three categories of Munitions Response, it will take the Defense Department 118 years to complete identified (estimated) projects. To read the following as an aligned table, paste the data into a word processing program and use a monospace font such as Courier. Military Munitions Response Program (as of September 30, 2003) Total Sites RC*invest. RC*cleanup FY04-complete FY05 estimate years $thousands $thousands Closed** 850 0 55 $4,313,293 $33,796 128 BRAC*** 196 110 16 $547,881 $32,922 17 FUDS**** 1,771 780 27 $11,984,506 $75,541 159 Total 2,817 890 98 $16,845,680 $142,259 118 *These two columns count the number of sites that have reached "response complete" through investigation alone or through cleanup. Note that many response complete sites are under long-term management. **Closed ranges on active installations do not include operational (active or inactive) ranges. Thus, the expenditures on the Camp Edwards (Masschusetts Military Reservation) cleanup are not included in this table. ***Base Realignment and Closure ****Formerly Used Defense Sites Lenny -- Lenny Siegel Director, Center for Public Environmental Oversight c/o PSC, 278-A Hope St., Mountain View, CA 94041 Voice: 650/961-8918 or 650/969-1545 Fax: 650/961-8918 <lsiegel@cpeo.org> http://www.cpeo.org ----------------------------------------------------------- NEW Heat-sensitive Hypercolor Thinking Putty from Crazy Aaron comes in grown up handfuls.
