N.C. conservation groups want to issue debt to buy tracts

RALEIGH, N.C. - The General Assembly should issue debt so that pristine
lands can be preserved around military bases and state parks as soon as
possible, conservation groups said Wednesday.

Several conservation groups, equipped with a poll showing citizens are
worried about pollution and the loss of animal habitats, urged
legislators to back a bill this year that would authorize the debt.

"We can't wait four or five years down the road," said David Knight, a
lobbyist on environmental issues at the Legislature. Otherwise, he said,
"the lands will be lost forever."

North Carolina has at least $65 million in critical conservation needs,
according to the groups. The money would be used to purchase nearly
20,000 acres to create two new state parks on the Mayo and Haw rivers,
protect Lake James in Burke County and insulate Camp Lejeune and Fort Bragg.

A measure introduced by Rep. Gordon Allen, D-Person, would let the state
issue debt for three state land preservation funds. The debt would be
created through certificates of participation, which require no voter
approval, as is required of state referenda.
