President Bush is expected to sign the bill soon. Remember, this is not the Defense Authorization Act, which is tied up in the debate over base closure. The text and tables of the legislation are available as "House Report 108-622 - MAKING APPROPRIATIONS FOR THE DEPARTMENT OF DEFENSE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2005, AND FOR OTHER PURPOSES." This can be downloaded from http://thomas.loc.gov/. Click on "Status of FY2005 Appropriations Bills" and then scroll down to Defense. Here are the environmental cleanup budgets from that legislation. Remember that Base Realignment and Closure cleanup funding is included in a separate Appropriations bill, Military Construction. Table figures are in US$ thousands. The three columns below represent the FY04 Congressional appropriation, the President's request for FY05, and the FY05 Congressional appropriation. For easiest reading, convert the table to a monospace font such as Courier. 04 Ap 05 Req 05 Ap Army 396,018 400,948 400,948 Navy 256,153 266,820 266,820 Air Force 384,307 397,368 397,368 Defense-Wide 24,081 23,684 23,684 FUDS* 284,619 216,516 266,516, *Formerly Used Defense Sites In Section 8044 of the bill, Congress once again appropriated "$10,000,000 for the mitigation of environmental impacts, including training and technical assistance to tribes, related administrative support, the gathering of information, documenting of environmental damage, and developing a system for prioritization of mitigation and cost to complete estimates for mitigation, on Indian lands resulting from Department of Defense activities." Section 8134 mandates a report, to be delivered by October 15, 2004, on how the Department of Defense (DOD) is reducing the dud rate of cluster munitions. Congress slightly increased the funding for the Strategic Environmental Research and Development Program (SERDP) from the President's request of $56,936,000 to $57,936,000. As we previously reported, Congress added $5.5 million to the Environmental Security Technology Certification Program (ESTCP) request of $32,546,000, bringing the total to $38,046,000. It also appropriated $10 million for Unexploded Ordnance Detection & Clearance research and development. Reportedly this includes the funds sought by Congressman Earl Blumenauer (D-Oregon) for the demonstration of wide-area assessment technologies.
