Recent correspondence between the Army Corps of Engineers and California
regulators, regarding the munitions response at the former Trabuco
Bombing Range in Rancho Santa Margarita, California, has once again
raised the question of regulatory oversight at former munitions ranges.
I will be posting three messages in response to this one:

1. The Corps' April 28, 2004 letter to California's Department of Toxic
Substances Control (DTSC)

2. DTSC August 3, 2004 response

3. My commentary

Note: I had to re-key the text of both letters. I apologize for any
