Both House of Congress have passed language setting aside $246,100,000, the President's request, for activities, primarily environmental cleanup, in support of previous BRAC rounds. This is down from $370,427,000, but the Navy requested no money this year because it anticipates $115,000,000 in land sales revenue. Historically, Congress has appropriated a net total of $22,707,132,000 for BRAC from 1990 to 2004. $8,405,146,000 has been spent on environmental restoration activities. In recent years, most of the BRAC budget has been spent on environmental projects - since activities related to relocation have been complete for some time now. The declining requests for money are in line with Congressional expectations that the BRAC cleanup program is winding down, but evidence from the field suggests otherwise. The discovery of new pathways and contaminants may drive expenditures up again. The Conference Committee won't meet until Congress reconvenes after Labor Day, but it's unlikely that the numbers will change.
