James Horrigan said he's happy about the landfill cap, which will divert water from the site on one of the shipyards five islands and block buried toxic wastes from being washed into the Piscataqua River. But the installation of a barrier wall, which he and other members of the Seacoast Anti-Pollution League pleaded for, was never built.
