Subject: [CPEO-MEF] perchlorate treatment costs

[The industry-based Council on Water Quality has issued a study
analyzing the potential costs of perchlorate treatment. The following is
from its web site.]

Economic Impacts

Overly Strict Standards Would Create Unnecessarily High Costs to
Consumers, Society

New Study on Economic Impacts of Alternative Drinking Water Standards
for California - This study was commissioned and funded by Aerojet and
Lockheed Martin, who are also members of the Perchlorate Study Group.

The U.S. Environmental Protection Agency (U.S. EPA) and the state of
California's EPA (Cal/EPA) are on parallel tracks to regulate
perchlorate in drinking water. California intends to set a drinking
water standard as soon as early 2005. U.S. EPA is waiting for the
results of a scientific review by the National Academy of Sciences on
perchlorate's human health effects before moving forward to set a
national standard.

Currently, U.S. EPA and Cal/EPA have proposed "safe" exposure levels for
perchlorate in drinking water that are far more restrictive than recent
scientific studies suggest are necessary.

Costs could be staggering

Taxpayers, industry, agriculture, and local, State and Federal
government will face staggering costs to meet requirements of an overly
strict standard that could be set by California or the U.S. EPA.
California, Nevada and Arizona would likely be the western states most impacted.
