Land Use Controls and UXO Sites The utilization of Land Use Controls (LUCs) play an important role in areas contaminated with potential unexploded ordnance (UXO). In an effort to assist the government, the National Defense Center for Environmental Excellence (NDCEE), operated by Concurrent Technologies Corporation (CTC), was tasked with documenting the current engineering and institutional controls intended to protect human health and the environment from an uncontrolled detonation of UXO. UXO can be detrimental to human health and LUC restrictions serve to limit and prevent certain actions, inform users of conditions on the property, and protect humans, environmental receptors, and property against residual risks throughout the life cycle of the site. To assess the effectiveness and deficiencies of existing LUCs, the NDCEE-led team conducted a research mission compromised of three major elements. This mission began with the establishment of a stakeholder group, followed by a literature search using case studies to supplement and validate the information obtained through this search. The requirements for, and impediments to, short and long term implementations of LUCs were also evaluated as part of this research. LUCs have become particularly useful as part of the Base Realignment and Closure Acts (BRAC) and the Formerly Used Defense Sites (FUDS) programs. LUCs are defined as either engineering controls (ECs) or institutional controls (ICs) and include fences, signs, soil caps, pump and treat systems, and barriers as well as deed restrictions, easements, covenants, and zoning requirements.
