March cargo plan seen as model

American military communities are watching as March Air Reserve Base 
moves to become the first joint-use military base to share an airfield 
with a private international air-cargo carrier.

Military and business observers say the shared use is a model for 
economic recovery in communities hit hard by the reorganization and 
closure of military bases.

March was downsized to a reserve base in 1996, sending financial 
shockwaves throughout the Inland Empire.

"This is just the beginning of this type of thing," said Tim Ford, 
executive director of the Association of Defense Communities in 
Washington, D.C.
