EPA 'disturbed' by Army cleanup plan for Cornhusker site By Tracy Overstreet Grand Island Independent December 17, 2004 The Environmental Protection Agency is accusing the U.S. Army of trying to strategize its way out of proper cleanup of contaminated soil near Grand Island -- but the EPA may be powerless to stop what's happening. The accusations came in a Dec. 14 letter from Gene Gunn, chief of the federal facilities/special emphasis branch of the Superfund Division in Kansas City, to Col. Jeffrey Bedey, district engineer of the Omaha District Army Corps of Engineers. "The purpose of this letter is to express the Environmental Protection Agency's grave concern regarding the Army's FY (fiscal year) 2005 disposal strategy for Tracts 19, 20 and 21 at the Cornhusker Army Ammunition Plant," Gunn wrote. "The Army's proposal to radically cut back on the cleanup of unexploded ordnance (UXO) in order to quickly dispose of the remaining property generates a number of troublesome issues and attempts to unilaterally restructure the cleanup under the Federal Facility Agreement," he wrote. ...
