Former MCAS El Toro "Heritage Fields" Online Auction Commences

January 5, 2005 

Today, Wednesday, January 5, 2005, the Department of the Navy and the
U.S. General Services Administration (GSA) are pleased to announce the
official commencement of the online auction of the 3,718 acre former
MCAS El Toro ?Heritage Fields?. The online auction platform can be found
at the GSA's auction website http://www.AuctionRP.com. 

The Government's offering memorandum for the property, titled
?Invitation for Bid? (IFB), was released on November 2, 2004. Any party
wishing to acquire the IFB in hard copy may contact the Heritage Fields
Bidder Support Center at (800) 434-5880, or (949) 724-5570.
Alternatively, the IFB and all associated documentation is also
available online at http://www.heritagefields.com/ifb/index.php

Update: Frequently Asked Questions

A number of questions have recently been submitted to the Navy and GSA
by interested parties. Answers to most of the questions have been posted
to the Frequently Asked Questions (FAQ) section of the Heritage Fields
website - http://www.heritagefields.com/faq/index.php. Additional
questions and answers will be posted on the website within the next few
days. 

Registration Requirements for Bidders and Duration of the Auction 

As described in the Heritage Fields IFB, any party interested in
becoming an active bidder for any of the four (4) parcels, must submit a
properly completed Bidder Registration and Bid Form for Purchase of
Government Property form and tender the appropriate registration deposit
and Letter of Credit as described in both the Auction Summary and
Instruction to Bidders for Online Auction sections of the IFB.
Registered bidders may post their bids at the http://www.AuctionRP.com
website 24-hours a day, 7 days a week, until auction closes in
accordance with the process described in the ?Call for Final Bids?
paragraph 12, page 16 of the IFB. All non-registered parties may at any
time view the bidding activity by visiting the http://www.AuctionRP.com
website. 

Please note that the Navy/GSA may issue the Call for Final Bids at any
time after bidding activity has slowed to a level of relative
inactivity. The period of time from ?relative inactivity? to the Call
for Final Bid issuance will be at the sole discretion of the Government.
Since it may take time to process a Bidder Registration Form and the
accompanying registration deposit and letter of credit, serious
prospective bidders are encouraged to submit their registration forms
and registration deposits/Letters of Credit AS SOON AS POSSIBLE.

Call for Final Bids

The Government will establish a date for final bids and this date will
be posted on the http://www.AuctionRP.com website, the
http://www.HeritageFields.com project website and a formal announcement
will be sent via e-mail to all registered bidders. If no new bids are
received as of 3:00 P.M. Pacific Standard Time on the scheduled final
bids due date, then bidding will be closed at that time and
consideration will be given to selling the Property to the then high
bidder. However, if a bid is increased, or a new bid is received, as of
3:00 P.M. on the scheduled final bids date, then the auction will
continue to the next business day at the same time. This process will
continue rolling-over until a date upon which no new bids are received,
wherein the bidding will close at 3:00 P.M. Pacific Standard Time, on
that day. 

The Department of the Navy, U.S. General Services Administration and
Colliers Seeley International are looking forward to a successful
