Surprise voters to decide on home ban City bars houses encroaching Luke David Madrid The Arizona Republic February 2, 2005 Surprise voters will decide whether to uphold or overturn a City Council decision that protects Luke Air Force Base from encroachment. At issue is the council's rezoning of a 106-acre parcel that bans owners from building homes on the land. The proposition vote is part of the March 8 primary election, but Surprise's first mail-in-ballot election allows voters to start voting this week, with ballots getting mailed to them as early as Thursday. In July 2003, the council approved rezoning the 106-acre Kenly Farms II from a one-home-per-acre residential development that would have 75 homes built on it to land uses that are compatible with Luke.
