Dear Ben Forson and Eric Waehling, Please enter this into the Administrative Record for Camp Bonneville, Vancouver WA. As cleanup actions are currently under consideration for the remediation of unexploded ordnance, measures to prevent or limit exposure to hazardous substances and dangerous constituents have been breached. It has been presented (video) at a RAB meeting last month that the fence along large portions of the East boundary of Camp Bonneville are missing and seem to have been for years. Marked neighborhood maintained paths leading into the camp are heavily used, a camp fire site within feet from the Army property line exist with no signs or fencing. The impact area for the 3,800 acre, 85 year old site exists near this eastern boundary. The Enforcement Order issued by the Department of Ecology in March of 2003, page 36 under the 7.10, "Reservation of Rights/No Settlement" clause, states: "In the event Ecology determines that conditions at the Site are creating or have the potential to create a danger to health or welfare of the people on the Site or in the Surrounding area or to the environment, Ecology may order the Army to stop further implementation of this Order for such period of time as needed to abate the danger." The Department of Ecology, guided under Model Toxics Control Act, Toxics Cleanup Program has the authority to determine such controls to assure protection of human health and the environment. A potential cease in cleanup plans and actions to address this issue causes great concern to myself and this process. I make a request to the Department of Ecology and the Department of Army, to take immediate action to erect a suitable fence around all boundaries, much like the west entrance that has performed well in protecting the public until adequate restoration and the elimination of hazards. Please consider my requisition without delay in cleanup progress. I look forward to working with both departments and the response to my request.
