While the introduction of one package of legislation speaks positively
of the state's commitment to the military, another has generated concern
among Allies for Cherry Point's Tomorrow members, who are working to
make the most positive case in the upcoming Base Realignment and Closure
process for both Marine Corps Air Station Cherry Point and its tenant
command, the Naval Air Depot.

Lt. Gov. Beverly Perdue last week introduced a package of benefits for
military members and their families that Perdue called, "a model for
sustaining the military for other states."

The lieutenant governor's proposal calls for military gas tax proceeds
to provide services for military families and protect bases from
encroachment. It would also make it easier for military family members
to obtain licenses and use community college training programs. It also
would provide for the creation of a liaison between the state's military
base schools and the Department of Public Instruction to work with the
Military Child Education Coalition to address the unique needs and
challenges faced by military children who move frequently.

But, ACT president Jimmy Sanders is worried about H.B. 236, an effort by
those opposed to an Outlying Landing Field in Washington and Beaufort
counties to amend N.C.G.S 104-7, a 1907 law which automatically turns
over jurisdiction of land purchased by the federal government, without
going to the General Assembly for a grant of exclusive jurisdiction.

"It's an end run to attack the OLF," Sanders said. "We have been told
that the bill will not accomplish anything that the proponents desire
that it accomplish, but it does all of the bad things."
