[CPEO-MEF] Air Force TCE cleanup cost estimates

In 2003, the Air Force disclosed internally its projections for the
increased remediation costs if EPA's draft Health Risk Assessment for TCE
were to lead to a lowering of the drinking water standard for TCE from 5
parts per billion to one part per billion.

The cost for the Air Force alone would have been $1.25 billion. For the
Defense Department as a whole, the total would be an additional $5 billion.
