GLASS The Virginian-Pilot December 15, 2005 VIRGINIA BEACH — The Planning Commission on Wednesday endorsed plans designed to balance the needs of the city's two big economic engines – Oceana Naval Air Station and the resort area. In one move, the commission unanimously recommended approval of a proposed ban on new homes and most new businesses in Accident Potential Zone 1, the area outside Oceana where the risk of a jet crash is greatest. In an 8-1 vote, the panel backed a sweeping change of development rules that city officials hope will transform the resort into a bustling, year-round attraction while preserving Oceana's mission. ...
