The Defense Department has issued a new "Policy on DoD Required Actions
Related to Perchlorate." Signed by Deputy Under Secretary of Defense
(Installations and Environment) Philip W. Grone on January 26, 2006, the
policy may be downloaded from http://www.dodperchlorateinfo.net/. (See
"News Announcements." Based upon EPA's new guidance, it establishes 24 parts per billion as the Department's current level of concern for perchlorate. Disappointingly, the paragraph on Ranges seems to say that Defense components still won't sample on operational - that is, active and inactive, but not closed, transferred, and transferring - ranges in most situations. The Department sought, in its Readiness and Range Preservation Initiative, to make this position legal. But Congress rejected the proposal.
