Developers with dreams of subdivisions dotting the roadsides along the U.S. 17 Bypass in Spotsylvania got a rude awakening last October. It was then that the slow-growth majority of the Spotsylvania Board of Supervisors torpedoed the proposed 1,500-home New Post community at the intersection of State Route 2 and U.S. 17 Bypass. The board refused to rezone the property despite developer Tricord Inc.'s pledge of $52 million in proffers for the county--including about $20 million to ease traffic congestion in and around the sclerotic Massaponax interchange. ...
