Now that the tungsten-nylon bullet is out of the question as an environmentally friendly ammunition, Army officials want to resume firing lead bullets at the Massachusetts Military Reservation. Not so fast. In May 1997, the EPA banned the use of live explosives, propellants, flares and lead bullets at the MMR because they threatened the Upper Cape's primary source of drinking water. At the time, the EPA also ordered the military to quantify the level of pollution from decades of firing lead-based munitions at the base. After all, prior to 1997, military and law enforcement personnel had fired about 1.8 million rounds into soil berms at Camp Edwards each year.
