Encroachment issues tackled by base, city By Jeff Mullin Enid News & Eagle (OK) April 29, 2007When the government was looking for a place to put a temporary military installation for pilot training in early 1941, Enid officials were only too happy to offer a plot of land south of town. There wasn't much out there then. But there is now.The city of Enid has grown considerably since 1941, including extending south and west toward what is now Vance Air Force Base. That often leads to concerns about safety, as well as noise. "Vance has been flying pretty much in the same area since 1941," said Bob Farrell, Vance's chief of community relations. "Since that time we really haven't increased the size of the base, or really increased the size of the runways. "It's not an issue here of us going this way, it's more of the issue of the community getting bigger and moving in toward the base. That's where conflicts start to arise." A great deal of effort has been expended to restrict encroachment at military installations. Air Installations Compatible Use Zones (AICUZ) have been established in which construction is restricted to keep pilots in the air, and people on the ground, safe. Among the AICUZ zones are Accident Potential Zones, areas where an aircraft mishap is most likely to happen if one occurs, and noise zones. ...
