[CPEO-MEF] Keywords for this list

You may have noticed, at the start of recent MEF messages, the presence 
of a capitalized keyword or two. We are experimenting with this feature 
to make it easier for subscribers to scan or filter their inboxes for 
messages of particular interest. We are looking for feedback on this 
enhancement.

We do not yet have a complete list of categories, but we expect to use 
the following:

BIOTA
CHEMWEAPONS
CLEANUP (not included elsewhere)
CLOSURE
COMMUNITY
ENCROACHMENT
ENERGY
FUDS (Formerly Used Defense Sites)
GLOBAL
MUNITIONS
PERCHLORATE
RADIATION
REUSE
VOCs (Volatile Organic Compounds)

If a message - like this one - doesn't fit into a category, there will 
be no keyword.
