This is the start to the next phase of Virginia Beach's plan to protect the base from unwanted development. City officials want to lure businesses they deem compatible - warehouses, manufacturers, automotive shops - into the highest-risk crash zone around Oceana. At the same time, they hope to encourage incompatible businesses, mostly those that attract lots of people, to move to other parts of the city. The Beach has hired a relocation specialist to work with businesses that may be interested in moving.
