Two agencies, one vision for Cecil Commerce Center

Harry Kelso, a consultant for military base redevelopment, has seen 
communities use all kinds of strategies for rejuvenating former bases 
across the nation.

But he's never heard of a base redevelopment going forward the way 
Jacksonville is proceeding with Cecil Commerce Center.

Jacksonville City Hall and the Jacksonville Aviation Authority are on 
track to hire their own master developers to bring companies to the 
commerce center.
