City, Navy team to safeguard airfield By TIMOTHY J. GIBBONS, Florida Times-Union October 22, 2008Hoping to stop development around a Westside airfield where Navy pilots practice carrier landings, Jacksonville and the Navy plan to team up to buy either land or development rights from nearby property owners, although some residents say those plans are unlikely to help many of them. The city recently won a $200,000 grant from the governor's office that it will use to kick off the project, which is meant to prevent encroachment and keep 2,500-acre Whitehouse Field in operation. That money, said Harrison Conyers, who's managing the grant for the city Military Affairs, Veterans and Disabled Services, will be combined with money from the Navy and used either to buy land outright or buy what amounts to a perpetual easement, allowing the owner to keep the land but forbidding development on it. ...
