Environmental Restoration Program ERP Progress at Tyndall AFB, FLOn August 19, 2010, the new Assistant Secretary of the Air Force (Installations, Environment & Logistics) Terry A. Yonkers issued a memorandum intended to move forward the cleanup of Tyndall despite the apparent impasse in Air Force negotiations with EPA over the content of a CERCLA interagency agreement. The memo begins: "By this Memo, I am hereby directing the cleanup effort at Tyndall AFB to move forward expeditiously and in accordance with the framework established under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (as consistent with the draft Federal Facility Agreement (FFA) framework) and the Defense Environmental Restoration Program. The objective is to achieve site closure/response complete for the remaining Installation Restoration Program (IRP) sites at Tyndall quickly and efficiently. As such, I am also directly that the cleanup be conducted using a performance-based solicitation with contract award in early CY 2011. A performance-based contract has the advantage of incentivizing the contractor to achieve results (i.e., site closures) expeditiously.
