[CPEO-MEF] Navy optimization documents

Today I received a request for current links to Navy remedial  
optimization documents. Those may be found at https://

I received the request because in 2001 I had written about one of the  
more important documents, the "Guidance for Optimizing
Remedial Action Operation," but the link had expired. It's now
