Harkins: Resort not viable for Army site

STRATFORD -- A local real estate developer's plan to build a  
destination resort at the site of the long-shuttered Army engine  
plant is not viable, according to Mayor John A. Harkins office.

Milford-based developer Bob Hartmann, 63, of Hartmann Development, is  
touting a $1 billion plan to develop the government-owned brownfield  
on South Main Street into a waterfront resort funded by a public- 
private partnership.

Both Hartmann and the federal government would contribute $500  
million under the plan to support remediation and the construction of  
movie and television production studios; an interactive air and  
military museum; a waterfront village with housing, shops,  
restaurants, bars and a boardwalk; a full-service hotel; public and  
private marinas; a wellness spa and an outdoor theater.
