Too much of any one of those factors, as well as development density in the wrong place, can turn a neighborhood into a “bubble,” and too many bubbles can drive away the military presence on which Northwest Florida is so dependent. Little, a retired Navy officer, is the Okaloosa County Department of Growth Management growth project coordinator for the Tri-County Small Area Studies project, a partnership with Eglin Air Force Base.
