My Word: Alameda Point area's process going nowhere

You may have heard of the meetings and public workshops to discuss  
community priorities for Alameda Point's future. The process is  
called "Going Forward," as opposed to going backward.
In one area -- the 220-acre, sprawling open space called the  
Northwest Territories -- city hall is stuck in what I call the "Going  
Nowhere Process." The East Bay Regional Park District's proposal for  
establishing a landmark open space park system, which includes moving  
the Veterans Affairs Department office to the Northwest Territories,  
is the only viable plan for this area in the 19 years since the base  
closure was announced. The city, aided by advocates for organized  
sports, could undermine the project.
The monkey wrench in this collaborative effort among the Veterans  
Affairs Department, Navy, U.S. Fish & Wildlife Service, East Bay  
Regional Park District and the city, with the support of the Audubon  
Society, is the demand that the park district pay for the land that  
the district is volunteering to take over. The city and sports  
advocates want the undisclosed amount to go toward building a nearby  
sports complex.
