Senators would speed federal property sales by easing requirements By Charles S. Clark Government Executive June 29, 2012A Senate version of legislation to speed sales of unneeded federal properties cleared the Homeland Security and Governmental Affairs Committee on Friday after chief sponsor, Sen. Tom Carper, D-Del., said it was time to abandon one part of a 1987 law giving advocates for the homeless first crack at purchasing excess assets. The Federal Real Property Asset Management Reform Act, S.2178, would set up a five-year pilot program to accelerate sales of an estimated 78,000 vacant and underused federal buildings, owned by 24 agencies, that in fiscal 2010 cost $1.6 billion annually to operate. The bill would revamp the roles that agencies, the Office of Management and Budget, and the General Services Administration currently play in identifying unneeded properties and triggering the process to get them on the market.
